In Yokohama's bustling shopping and entertainment district, the body of a young woman who had been fatally stabbed is found in a back alley. Four detectives from the Criminal Affairs Division of Minato-cho Police Precinct " Togashi Masayoshi, Iinuma Reiko, Shibata Yasuharu and Yamashita Manabu " quickly respond to the scene. Togashi discovers something in the pocket of the deceased woman and discreetly pockets it. Despite the others noticing, he assumes they will overlook it. Detectives from the First Investigative Division of the prefectural police arrive shortly after. The members of the Fourth Section, who are prevented from investigating by the First Investigative Division, sadly leave the scene. Nonetheless, they secretly initiate their own inquiry. Three days later, Satonaka Keiichiro, the new chief of the Fourth Section, arrives. Satonaka believes he has been transferred to the precinct as punishment for speaking out against the unfair appointment of the prefectural police chief's nephew. However, Maejima Ryuzo, the head of police administration who assigned him to Minato-cho Police Precinct, actually wants Satonaka to monitor Togashi and the Fourth Section. Maejima warns Satonaka about a "negative rumor" surrounding the Fourth Section, alleging that they abuse their high arrest rate and frequently defy the orders of the prefectural police. They are even suspected of engaging in various illegal activities, such as coercing confessions, having close ties with criminal organizations, and accepting bribes. Tokunaga Yasushi, the former section head who was investigating these allegations, tragically fell to his death while pursuing a suspect on a rooftop. Satonaka questions whether Tokunaga's death was truly an accident. Despite initially approaching his new team with caution, Satonaka finds Togashi and the others to be unexpectedly friendly and skilled detectives, particularly Togashi who is described as charismatic and brave. They provide Satonaka with a detailed update on the murder case from three days prior, stating they are currently searching for witnesses as per the prefectural police's theory that it was a random attack. Satonaka is relieved by their professionalism. However, he soon discovers that their entire report was fabricated...!
