Maejima warns Satonaka about a "negative rumor" surrounding the Fourth Section, alleging that they abuse their high arrest rate and frequently defy the orders of the prefectural police. They are even suspected of engaging in various illegal activities, such as coercing confessions, having close ties with criminal organizations, and accepting bribes.
