In 2008, there was a tragic incident involving the death of Sudo Isao, a dealer of pre-owned cars, in Shizuoka Prefecture. Detective Kusaka Satoru, working at Susuno Precinct of the Shizuoka Prefectural Police, begins investigating Sudo's background. Through his investigation, Kusaka discovers that Sudo had a son named Obata Mamoru from a previous marriage, who was tragically killed in a kidnapping case in Shizuoka back in 1974. In 1988, a special task force was established by the Shizuoka Prefectural Police, led by police chief Hashibami Yasuhide, just before the statute of limitations on the kidnapping case expired. Shigeto Seiichiro, a non-career officer who had risen to the position of superintendent, was appointed as the director of this task force, which consisted of six skilled detectives, to re-investigate the case. Kusaka is puzzled as to why Sudo, who had been living in Tokyo for over two decades following his son's death, was murdered in Shizuoka Prefecture. He believes that revisiting the kidnapping and murder of Sudo's son will bring clarity to the current case. Kusaka seeks help from Shigeto, who had left the police force long ago, and together they reach out to Mamoru's mother, Saeko, and her sister, Rie, as they get closer to uncovering the true culprit.

Amidst a dispute between the public relations office of D Prefectural Police and the correspondents club regarding the anonymity of perpetrators, it has been decided that a director from the Tokyo Metropolitan Police Department will visit the family of the victim in a significant unsolved case from 1989, just a week before the statute of limitations expires. The case involves the kidnapping and murder of Shoko-chan, which remains the most heinous crime in the history of D Prefectural Police. The family of the victim has declined the director's offer to extend condolences. A strict confidentiality order has been issued for all individuals involved in the case, including the investigators from that time.
